Innovative Registration Model Launched! Chengdu Hi-tech Zone Supports OPC Development

Recently, in response to the registration needs of OPCs, or “one-person companies,” the Market Regulation Bureau of Chengdu Hi-tech Zone introduced an innovative standardized centralized-registration-location model to address difficulties in registering the residence or business premises of business entities.

Since the beginning of this year, OPC business entities have grown rapidly in Chengdu Hi-tech Zone. Powered by artificial intelligence, entrepreneurs can operate as “one-person teams,” meeting their startup needs with only a small office space for one person. To improve the business environment for entrepreneurs in emerging business formats and support the growth of individual startups, Chengdu Hi-tech Zone is focusing on distinctive competitive industries such as “AI plus digital culture and creativity.” Based on the characteristics of OPCs and other micro and small business entities, it has developed standards for recognizing centralized registration locations and introduced the centralized-registration-location model as an innovation in standardized management, responding precisely to business needs.

According to an introduction, following the launch of the centralized-registration-location model, relevant district-level departments and sub-district offices can recognize centralized registration locations. For the residence or business-premises registration of a business entity, applicants need only submit the administrator’s qualification certificate and an occupancy agreement. The registration authority conducts a formal review, enabling the relevant entity to be established quickly. The model further simplifies registration materials and procedures and reduces institutional transaction costs.

In terms of management, centralized registration locations standardize services and strengthen management according to the principle that “whoever recognizes a location manages it and assumes responsibility for it.” According to an introduction, the new model features clear rights and responsibilities and simplified procedures. It lowers the threshold for entrepreneurs to start a business while also providing clear scope for community management and services. The model is well matched to the asset-light nature of OPC entrepreneurship.

“The procedures are now simple and efficient, and the community also provides one-on-one specialized services. This allows us to devote more energy to core businesses such as AI content creation,” said Mr. Liao, an entrepreneur at Tianfu Software Park π Cube.
