To accelerate the establishment of a manufacturing pilot test platform system, enhance platform capabilities, promote open sharing of resources, precisely match supply and demand, expand and upgrade the “Pilot Test+” ecosystem, empower the development of Sichuan Province’s “15+N” key industrial chains, and comprehensively improve the pilot test capacity of manufacturing industries in Southwest China to better serve high-quality manufacturing development, the 2026 Manufacturing “Pilot Test+” Ecosystem Conference was held in Chengdu Hi-tech Zone on July 9.
On July 9, the 2026 Manufacturing “Pilot Test+” Ecosystem Conference, themed “Pilot Testing Drives Integration of Science and Industry, Ecosystem Activates New Quality Productive Forces,” took place at Jingronghui in Chengdu Hi-tech Zone. Over 200 guests gathered to explore the “Pilot Test+” model, share practices, and promote experiences. At the event, the latest service lists of pilot test platforms in the Chengdu-Chongqing region and demand lists for pilot testing were released, and 10 “Pilot Test+” ecosystem cooperation agreements were signed.

The conference was hosted by the Administrative Committee of Chengdu Hi-tech Zone, organized by the Science and Technology Innovation Bureau of Chengdu Hi-tech Zone, and co-organized by Chengdu Hi-tech Minshan Action Technology Achievement Transformation Service Co., Ltd. and Chengdu Hi-tech Zone Pilot Test Ecosystem Association. Relevant officials from the Department of Science and Technology of the Ministry of Industry and Information Technology, as well as representatives from the industry and information technology authorities of Sichuan, Guangxi, Chongqing, Guizhou, and Yunnan, attended. Representatives from national-level and MIIT-key-cultivated and reserved pilot test platforms, universities and research institutes, leading enterprises and their supply chains, financial institutions, and industry associations also participated.
Six Pilot Test Platforms from Southwest China Present Their Practical Achievements
The conference showcased the latest results in building manufacturing pilot test platforms and explored practical pathways to bridge the “last mile” between technological innovation and industrial application.
During the keynote session, Zhang Guoying, Senior Engineer at the Fifth Electronics Research Institute of the Ministry of Industry and Information Technology, delivered a special presentation titled “Pathways for Building High-Level Manufacturing Pilot Test Platforms.” She systematically elaborated on current development trends and key construction points for China’s manufacturing pilot test platforms, providing a reference path for building high-level platforms.
In the “Learn by Example” experience-sharing session, representatives from six national-level and MIIT-key-cultivated and reserved manufacturing pilot test platforms from Sichuan, Chongqing, Yunnan, Guizhou, and Guangxi shared insights on platform operation and closed-loop business models. These six cases vividly illustrated various models through which pilot test platforms evolve from technical verification to industrial empowerment, offering replicable and scalable templates for building the “Pilot Test+” ecosystem.
Xie Weiwei, Deputy Director of Tongwei Global Innovation R&D Center, shared operational practices of the national-level advanced photovoltaic device manufacturing pilot test platform, from technical verification to industrial empowerment.
Ma Lei, Deputy Director of the Industrial Transformation Office at the Institute of Medical Biology, Chinese Academy of Medical Sciences, presented experience in building and operating a biopharmaceutical transformation pilot test platform.
Tian Yong, Chairman of Chengdu Hi-tech Hummingbird Advanced Intelligent Manufacturing Technology Co., Ltd., introduced the market-oriented operation model of a “Pilot Test + Incubation + Investment” science-industry integration pilot test platform.
Lei Jianmei, Chief Expert at China Automotive Engineering Research Institute, discussed how pilot test platforms help intelligent connected vehicles pass critical tests.
Professor Li Wei from Guizhou University introduced the commercialization exploration of a key component anti-fatigue manufacturing technology pilot test platform.
Yu Yifa, Deputy General Manager of Nanning Hanhe Bio, demonstrated a new pathway for an AI + bio-manufacturing pilot test platform empowering “cell factories.”
During the conference, the third-quarter working group meeting of the Emerging and Future Industries Pilot Test Standards Working Group under the MIIT Manufacturing Pilot Test Standardization Technical Committee was also held, along with a progress discussion on standard drafting. This aimed to advance standardized research on manufacturing pilot testing and the compilation of emerging industry pilot test standards, promoting the standardization and normalization of pilot test work.
Precise Matching Through Lists
10 “Pilot Test+” Cooperation Projects Signed
Precise matching of supply and demand is key to improving the efficiency of pilot test resource allocation and accelerating the industrialization of scientific and technological achievements. Aligned with the layout of Sichuan Province’s “15+N” key industrial chains, the Sichuan Provincial Department of Economy and Information Technology, the Chongqing Municipal Commission of Economy and Information Technology, and the Administrative Committee of Chengdu Hi-tech Zone jointly collected service capabilities of manufacturing pilot test platforms and pilot test demands from enterprises, universities, and research institutes. At the conference, they jointly released the Chengdu-Chongqing Region Manufacturing Pilot Test Platform Service and Demand Lists, using these lists as a link to facilitate precise supply-demand matching.
Both lists cover key industrial chains such as healthcare, artificial intelligence, advanced materials, new energy vehicles and power batteries, which are central to strengthening the industrial ecosystem. Specifically, there are 100 pilot test service items including tape-out and process services, IC packaging design verification, etc., showcasing the professional capabilities of pilot test platforms in R&D design, prototype trial production, process scale-up, and performance testing. There are also 108 pilot test demand items focusing on the actual needs of enterprises and universities when transitioning from laboratory samples to engineered products.

In addition, the first nationwide pilot test supply-demand matching website launched by Chengdu Hi-tech Zone—the Pilot Test Cloud Platform—will serve as a regular matching portal, enabling query of platform capabilities, collection of enterprise demands, matching of supply and demand parties, and tracking of cooperation progress. This digital approach helps strengthen the industrial chain by facilitating “nearby and local supporting.”
On site, 10 “Pilot Test+” ecosystem cooperation agreements were signed. The first round focused on platform co-building: the Junyi Digital Smart City Intelligent Agent Pilot Test Platform, Huaqiu Zhilian Electronic Circuit Design and Flexible Manufacturing Pilot Test Platform, Ruipai Medical Biodegradable Biomaterials and Devices Pilot Test Platform, and Shujinfeng Advanced Organic Silicon Polymer Materials Pilot Test Platform signed agreements respectively with the Science and Technology Innovation Bureau of Chengdu Hi-tech Zone, Hi-Tech Group, Microchip Biological Science and Technology Innovation Center, and Minshan Technology Transformation. A total of four pilot test platform projects were implemented.
The second round revolved around “Pilot Test + R&D,” “Pilot Test + Incubation,” “Pilot Test + Fund,” and “Pilot Test + Application Scenarios.” Six pilot test cooperation projects were signed, including the Tongde Pharmaceutical Zhiyaotong Innovative Drug CDMO Pilot Test Platform with Chengdu University of Traditional Chinese Medicine, the Chengdu Hi-tech Hummingbird Intelligent Hardware Pilot Test Platform with Beta Medical, and the Hi-Tech Minshan Pilot Test Project Fund with Anxie New Energy.


These signings span both platform construction and project growth, connecting technology R&D, engineering validation, specialized incubation, financial capital, and application scenario resources. The “Pilot Test+” ecosystem is gaining strong momentum, marking its evolution from platform building to ecological synergy, injecting new vitality into the strengthening of Sichuan’s key industrial chains.
Expansion of the “Pilot Test+” Ecosystem
Chengdu-Chongqing Synergy and Southwest Regional Linkage
Aligned with the overall deployment of industrial chain strengthening in Chengdu and Sichuan Province, Chengdu Hi-tech Zone has, since launching the Pilot Test Leapfrog Action Plan in 2023, adhered to leading industrial innovation through technological innovation. It pioneered and continues to build the “Technology R&D + Pilot Test Platform + Specialized Incubation + Angel Fund + Application Scenario” “Pilot Test+” ecosystem, driving deep integration of pilot test platforms with innovative projects, industrial demands, financial capital, and application scenarios.
To date, Chengdu Hi-tech Zone has established 113 pilot test platforms. Among them, the Tongwei Advanced Photovoltaic Device Pilot Test Platform was recognized as the only national-level manufacturing pilot test platform in Sichuan and among the first batch nationwide. Eight pilot test platforms were included in the first list of MIIT-key-cultivated pilot test platforms, covering 15 key manufacturing industrial chains in Chengdu Hi-tech Zone. These platforms have served over 10,000 pilot test projects (cumulative), with 21 products approved as provincial or national “first-of-a-kind” products (first set, first batch, first piece). They have driven cumulative related industrial output value exceeding RMB 25.9 billion, incubating landmark achievements such as Sichuan Lingkong Tianxing’s supersonic aircraft, Sichuan Embodied Intelligent Robot Technology’s “Walker 1” embodied robot, Vistar Display’s TFT glass-based Micro-LED display screen, TD Robot Brain intelligent computing board, and Zhongweidaxin quantum computing measurement and control system. The zone also led the formation of the National High-tech Zone Pilot Test Innovation Collaboration Network, creating a replicable new model for pilot test construction and operation.

It is understood that Sichuan will continue to leverage its advantages in industrial foundation, innovation resources, and technology achievement transformation services. It will strengthen cooperation with industry and information technology authorities in Southwest China, pilot test platforms, and upstream/downstream units in the industrial chain. It will improve mechanisms for platform capability disclosure, enterprise demand collection, precise project matching, and cooperation tracking. By continuously exporting the “Pilot Test+” model and experience, further expanding the pilot test service radius, enhancing platform professionalism, and refining market-oriented operation mechanisms, it aims to drive more technological achievements toward engineering validation and industrial application in Southwest China, providing strong support for the development of the “15+N” key industrial chains and high-quality manufacturing growth.
