Previously, addressing the development pain points for many small and medium-sized IC design enterprises, such as "no access to wafer fabrication, no guidance on processes", high costs of EDA (Electronic Design Automation) tools, poor connections with fabs, and high entry barriers for testing and verification equipment, Chengdu High-tech Zone relied on the only national-level "Core Fire" Innovation and Entrepreneurship Base in Southwest China. It integrated public technology platform resources to build a one-stop professional service system covering IC design, tape-out services, testing and verification, and packaging support, significantly lowering the R&D threshold for SMEs. It also streamlined the entire service channel, providing enterprises with guidance from process integration to yield rate improvement.

To ensure services are truly implemented, Chengdu High-tech Zone has set up service stations in IC industry agglomeration areas, enabling high-frequency matters like business, taxation, and social security to be handled nearby, realizing "park matters handled within the park, enterprises getting things done without leaving the park".
