Overview
Chengdu High-tech Zone was established in preparation in 1988 and received approval in 1991 as one of the first batch of national High-tech Zones in China. It is among the first batch of pilot zones in the country designated to "establish world-class high-tech park," the first national innovation demonstration zone in western China, the comprehensive innovation and reform pilot zone in Sichuan Province, and the core area of the China (Sichuan) Pilot Free Trade Zone.
In 2024, Chengdu High-tech Zone ’s GDP is 349.03 billion CNY, representing a year-on-year increase of 6.0%. The added value of large-scale industries grew by 7.2%. The total foreign trade import and export volume reached 547.23 billion CNY, accounting for half of the total foreign trade import and export volume of Sichuan Province, one-fourth of the listed companies, one-fourth of the national-level specialized, refined, distinctive, and innovative "Little Giant" enterprises, one-tenth of the tax revenue, and one-eighteenth of the economic aggregate in the province.
It has established 7 strategic platforms and achieved 81 original breakthroughs, including breaking the world record for the capacity of solid-state quantum memory and developing lightweight computing power chains, as well as a series of internationally advanced achievements such as gallium nitride quantum light sources. The number of unicorn and potential unicorn enterprises ranks first in the central and western regions. It has accumulated 68 national-level innovation platforms, accounting for approximately 25% of the province's total, positioning it at the forefront in the western region. The Tianfu Wireless Intelligence Institute has completed its registration and is accelerating its construction. The Peking University Chengdu Research Institute is fully operational, the Xinhua Innovation Center operates efficiently, and the Tianfu Jiangxi Laboratory and the Tianfu Jincheng Laboratory (Frontier Medical Center) are developing with high quality. The Peking University Chengdu Research Institute and the Tianfu Jiangxi Laboratory have been approved as relying units for the National Natural Science Foundation of China. The National Ultra-High-Definition Video Innovation Center and the National Precision Medicine Industry Innovation Center are being constructed to a high standard. In the 2024 comprehensive evaluation of national High-tech Zones released by the Ministry of Industry and Information Technology, Chengdu High-tech Zone ranked fifth among national High-tech Zones and first in the central and western regions in terms of business environment.
I. Overall Layout
(I) "1+4+X" Industrial Park Development Pattern
The zone has a registered population of 930,500 and covers a total area of 237.2 square kilometers. It has established a "1+4+X" industrial park development pattern, comprising a national High-tech zone, industrial clusters, and specialized science and technology parks. Here, "1" refers to the national High-tech zone, Chengdu High-tech Zone; "4" refers to four industrial clusters: High-tech South Zone, High-tech West Zone, Chengdu Tianfu International Bio-town, and Chengdu Future Science and Technology City; and "X" refers to a number of specialized science and technology parks focusing on the "Establishing and Filling Park" initiative, emphasizing specialization and differentiation, including the steady implementation of parks such as the Microwave Radio Frequency Park, Nucleic Acid Drug Park, Future Wing Valley (Low-Altitude Economy), Zhuge Space (Artificial Intelligence), and Cryptography Science and Technology Innovation Park.
Chengdu High-tech Zone is accelerating the construction of a world-class high-tech industrial park and a hub for industrial scientific and technological innovation by building a modern industrial system, continuously unleashing innovative momentum, steadily enhancing its level of openness, and significantly improving urban quality.
High-tech South Zone – Planned and positioned as a "pioneer and cluster area for digital economy innovation driving high-quality development, a modern innovative financial center and a world-renowned business district, as well as the central vibrant area of Chengdu city," it covers an area of 89.3 square kilometers, encompassing the Jiaozi Park Financial and Business District (High-tech Area) and the Chengdu High-tech Free Trade Zone. Focusing on the three main tracks of digital culture and creativity, artificial intelligence, and high-end software within the digital economy sector, it adheres to the principles of technology-driven industrial growth, scenario-based industrial nurturing, capital-empowered industrial development, and eco-enhanced industrial strength, striving to build a global digital culture and creativity center, a national-level pilot zone for AI innovation and application, and a world-renowned software park. It has gathered over 100,000 digital economy enterprises.
Tianfu Long Island Digital Culture and Creative Park is a specialized park focused on the digital culture and creativity industry. It serves as the core area of the China (Chengdu) Online Audio-Visual Industry Base (High-tech Section) and a demonstration base for the integration of culture and technology at the national level. It has attracted projects such as Tencent's New Cultural and Creative Headquarters and Cococartoon, and established platforms such as the National Ultra-High-Definition Video Innovation Center and the Sichuan Game Innovation and Development Center. It currently hosts 64 enterprises and employs approximately 6,000 people. Among them, Cocoa Bean Animation's film "Ne Zha: Birth of the Demon Child," created in 2019, became the box office champion of Chinese animated films at the time with over 5 billion CNY in box office earnings, and its sequel, "Ne Zha 2," has since become the global box office champion for animated films.
Chengdu Tianfu Software Park, recognized by the Ministry of Science and Technology as a "National Science and Technology Business Incubator," "Innovative Talent Training Demonstration Base," and "Nationally Recognized Incubator for Mass Entrepreneurship and Innovation," as well as by the Ministry of Commerce as a "National Digital Service Export Base," has become an important carrier for the innovative development of the new-generation information technology industry in western China. It is the core cluster for innovation and entrepreneurship in western China and a significant base for Chengdu High-tech Zone to build an international innovation and entrepreneurship center.
Singapore-Sichuan Innovation Park (SSCIP) is the first Sino-Singapore collaboration park in western China that jointly established by Sichuan Province and Singapore. As the core area of the National AI Innovation and Application Demonstration Pilot Zone, and the National New-Generation AI Innovative Development Pilot Zone, SSCIP focuses on developing AI and advanced medicine, and is committed to becoming a gateway for international exchange and openness in Chengdu Hi-tech Zone, aiding Chengdu in accelerating the construction of a western center for international exchanges.
Business & Innovation Centre for China-Europe Cooperation was jointly launched and operated by the Chengdu Municipal Government, the European Commission, the Ministry of Commerce, and the Ministry of Science and Technology. As a new flagship for opening up to the outside world, Business & Innovation Centre for China-Europe Cooperation is driven by its core functions as a center for Sino-European exchanges, services, and commerce and trade. Relying on four major functional platforms—the Tianfu Concert Hall, Cloud Theater, International Exhibition and Display Center, and International Conference Center—it regularly hosts high-level events in the fields of science and technology, culture, and the arts. Meanwhile, Business & Innovation Centre for China-Europe Cooperation focuses on global legal, scientific and technological, and financial sectors, providing an efficient and convenient platform for the circulation of technology, talent, and information among various countries, and building a functional platform for the western center for international exchanges.
The Jiaozi Park Financial and Business District is located at the "crossroads" intersection of the southern gateway area of Chengdu City, the city's north-south central axis, and the east-west industrial axis. It is led in its development by Chengdu High-tech Zone and envisions "building a nationally leading innovative financial center and a world-class new business district that leads the trend of the times." It vigorously develops new commercial scenarios and consumption formats, focusing on modern business services, with a particular emphasis on headquarters economy, trade and commerce economy, and service economy. It extensively gathers high-end resource elements and actively constructs a world-class urban landmark.
High-tech West Zone – Planned and positioned as a "modern electronic information industry cluster area and a demonstration zone for innovative development of park cities," it covers a planned area of approximately 43.5 square kilometers. As the core and leading area of Chengdu's electronic information industry, it centers around the four major sub-sectors of "chip-display-network-terminal," attracting a large number of well-known international and domestic companies such as Huawei, BOE, Intel, Siemens, Texas Instruments, and Foxconn, forming three key areas of focus: integrated circuits, advanced displays, and intelligent terminals.
Chengdu High-tech Comprehensive Bonded Zone (High-tech Park) is a special customs supervision zone approved by the State Council, primarily focused on processing and manufacturing, with diversified development in maintenance, research and development, logistics, and other sectors. The park has attracted and gathered a number of high-end manufacturing enterprises such as Intel, Foxconn, and Texas Instruments, forming a relatively complete integrated circuit industrial chain comprising IC design, wafer fabrication, packaging and testing, and supporting projects. In 2024, Chengdu High-tech Comprehensive Bonded Zone achieved a total import and export value of 436 billion CNY (excluding Shuangliu Park), a year-on-year increase of 24.8%, accounting for 41.7% of the province's total foreign trade import and export value, and maintaining its position as the top comprehensive bonded zone in the country in terms of import and export scale.
Chengdu Tianfu International Bio-town – Planned and positioned as "an important growth pole for the biomedical industry in the Chengdu-Chongqing economic circle, a significant national innovation hub for the biomedical industry, and a globally influential and competitive biomedical industry cluster area," it covers a planned area of approximately 44 square kilometers. As one of the "one core and four districts" of the Western China (Chengdu) Science City, it focuses on the development of five sub-sectors: biotechnology drugs, chemical innovative drugs, high-performance medical devices, professional outsourcing services, and health services. As of now, it has attracted over 300 projects, cultivated 6 listed companies, and gathered more than 18,000 industrial talents. It has established 123 scientific research functional platforms covering the entire life cycle from target discovery to pilot production. It has established the first policy-oriented fund of 2 billion CNY fully funded by the government and oriented towards industrial development in western China, and built the first pilot merger and acquisition fund of 2 billion CNY jointly established by the government and listed companies in the central and western regions.
Chengdu Future Science and Technology City – Planned and positioned as "a bridgehead in the Chengdu-Chongqing economic circle, a major carrier for emerging and future industries, and a new engine for world-class high-tech industrial parks," it covers a planned area of 60.4 square kilometers. Led by the Chengdu High-tech Industrial Development Zone in its development and construction, it is located on the main axis of the Chengdu-Chongqing economic circle and is in close proximity to Tianfu International Airport. Chengdu Future Science and Technology City primarily focuses on the development of emerging industries such as low-altitude economy and commercial aerospace, and proactively plans for future industries like quantum technology and embodied intelligent robotics. It accelerates the establishment of a modern industrial system centered around aerospace and serves as a vital component of the "One Core and Four Parks" of Western China (Chengdu) Science City and a key hub for the transformation of scientific and technological achievements.
(Ⅱ) Paired and Linked-up Areas
Deepening the paired collaboration with Dayi County and Dujiangyan City, a "Pioneering Demonstration Zone for the Development of the Digital Film, Television, Cultural, and Tourism Industry" will be jointly built, and the upgrading and renovation of the Qingcheng Park in Tianfu Software Park will be accelerated.
In collaboration with Dayi County, which has a planned area of 12.15 square kilometers, we will construct the Chengdu High-tech Xiling Science and Technology Park to a high standard using the "R&D + manufacturing," "headquarters + base," and "leading enterprise + supporting enterprises" models. Leveraging Dayi County's world-class IPs such as its major heritage sites, snow-capped mountains, and large irrigation areas, as well as its unique university resources, we will jointly build the "Pioneering Demonstration Zone for the Development of the Digital Film, Television, Cultural, and Tourism Industry," and construct a "3 + 2 + N" industrial system featuring three characteristic industries—electronic information, digital cultural creativity, and modern agriculture—with a focus on deploying two potential growth sectors in low-altitude economy and green hydrogen energy, and continuously enhancing new growth sectors such as new materials, equipment manufacturing, and green food and biomedicine in the "3 + 2 + N" industrial system.
In collaboration with Dujiangyan and centered on the world heritage cultural and tourism axis of "Dujiangyan Scenic Area — Panda Valley — Yutang Kiln — Mangcheng Site — Qingcheng Mountain Scenic Area," it will focus on three dominant industries: cultural tourism, medical health, and the digital economy. This partnership will jointly develop the Qingcheng Cooperation Zone, covering a planned area of 11.3 square kilometers, and undertake key projects such as the Qingcheng Park in Tianfu Software Park, Nanqiao Square, the Medical Health Industrial Park, and commercial support facilities at the foot of Qingcheng Mountain through market-oriented approaches, striving to create an ecological city nestled amidst mountains, forests, and waters.
Ⅱ. Dominant Industries
Chengdu High-tech Zone has intensified efforts in the "Establish and Fill the Park" initiative, focusing on three dominant industries: electronic information, pharmaceutical healthcare, and the digital economy. This has led to the formation of 25 key industrial chains, including integrated circuits, advanced displays, innovative pharmaceuticals, software and information services, and digital cultural creativity. A large-scale industrial fund cluster, the largest among industrial parks in the central and western regions, has been established. The zone pioneered the nationwide "pilot testing + R&D + funds + incubation + application scenarios" ecosystem, with 72 pilot testing platforms already built across the region, totaling approximately 5 billion CNY in investment and covering 12 key manufacturing industrial chains. By adhering to the concept of industrial circle clustering and chain strengthening to transform industrial development methods, Chengdu High-tech Zone vigorously promotes new industrialization and accelerates the construction of a modern industrial system.
(I) Electronic Information Industry
The electronic information industry has continued to grow stronger, focusing on the main directions of "chips, displays, and terminals" to build a relatively complete industrial chain covering chips, display screens, system integration, and terminal applications. The scale of the integrated circuit industry ranks first in the central and western regions of China. It produces 60% of the world's iPad and 50% of MacBook. Major industrial projects with investments exceeding 100 billion CNY have been launched in the fields of integrated circuits and new displays, with global leadership in niche areas such as flexible displays and Micro LED. The BOE 8.6th-generation AMOLED production line project, with a total investment of 63 billion CNY, was capped ahead of schedule. In 2024, the industrial output value of electronic information enterprises above designated size reached 352.7 billion CNY, a year-on-year increase of 7.8%.
(Ⅱ) Biomedicine Industry
The pharmaceutical and healthcare industry has steadily improved in quality, maintaining an average annual growth rate of 20% in industrial scale over the past six years. It has risen to 3rd place in the national ranking of comprehensive competitiveness of biopharmaceutical parks, adding 2 newly listed Class 1 new drugs, accounting for two-thirds of the city's total, and having 114 Class 1 new drugs in clinical research, ranking 4th nationwide. It has introduced the world's top 500 company GE Healthcare's advanced manufacturing center in China and the first Class 1.1 traditional Chinese medicine innovation drug project approved in Sichuan Province in nearly a decade. In 2024, the scale of the pharmaceutical and healthcare industry exceeded 160 billion CNY, a year-on-year increase of 14%.
(Ⅲ) Digital Economy Industry
The digital economy has accelerated and become more efficient, giving rise to phenomenal digital cultural and creative products such as "Honor of Kings" and "Ne Zha," with the latter, a "Made in High-tech Zone" animated film, becoming the global box office champion in the animated film category. It has attracted the national headquarters and super intelligent computing center project for AI chip GPUs with a total investment of 18 billion CNY, as well as the national headquarters project for Zhipu Zhuge, the first L0 general-purpose large model in the province. It has established the only national-level industrial software collaborative research and experience promotion center in the central and western regions. In 2024, for-profit service industries with digital economy attributes above designated size achieved operating revenue exceeding 210 billion CNY, a year-on-year increase of 18%.
Ⅲ. Social Services
Chengdu High-tech Zone governs seven sub-districts, namely Xiaojiahe, Fangcao Street, Shiyang, Guixi, Hezuo, Zhonghe, and XiCNY. By the end of 2024, the zone had a total of 69 communities, 2 social work stations, and 7 integrated elderly care service complexes within its communities.
It has been awarded the titles of National District for Universal and Inclusive Preschool Education, National District for High-Quality and Balanced Development of Compulsory Education, and National Experimental District for Compulsory Education Teaching Reform. The district currently has 84 primary and secondary schools (campuses) and 145 kindergartens (campuses). There are 1,240 medical institutions, ranking first in the city, including 34 hospitals, 20 community health service centers (stations), 29 medical laboratories, and over 1,100 outpatient departments, clinics, and other medical facilities.
It has successfully hosted multiple major international events such as the Chengdu 2024 Thomas & Uber Cup and the 2024 FIBA 3x3 Basketball Chengdu Masters. There is currently 1 High-tech sports center, 9 sports parks, and 121 grassroots-level sports facilities in the district. The district has completed and put into use greenway trails totaling 500 kilometers, and has built 7 comprehensive parks, 5 specialized parks, 12 community parks, and 152 small pocket parks and micro-green spaces.
IV. Business Environment Development
Chengdu High-tech Zone has consistently regarded optimizing the business environment as its top priority for driving high-quality economic development. In recent years, it has implemented distinctive initiatives such as the "Top Ten Business Environment Improvement Plans," the "Six Ecological Enhancement Actions for the Business Environment," and the creation of a model digital business environment. The resolution rate for enterprise appeals exceeds 99%, with further enhancements in the standardization and intelligence of government services. It has routinely implemented the "Land Acquisition and Project Commencement Simultaneously" mechanism, achieved an exemption-and-automatic-enjoyment rate of over 25% and a redemption rate of over 90% for enterprise-benefiting policies, and provided over 12 billion CNY in policy-based loans to enterprises annually. Additionally, it offers one-stop digital services in seven major categories, including education and housing, to various talents, significantly enhancing the sense of gain among enterprises.
In 2024, it has attracted over 800,000 talents of various types, with over 460 new additions at the national, provincial, and municipal levels. The number of high-value invention patents per 10,000 population ranks first in the province. Over 100,000 technology enterprises have been founded by various talents. In 2024, the scale of business entities in Chengdu High-tech Zone grew rapidly, with 45,000 newly registered enterprises, an increase of 15.9%; 639 new "above-designated-size enterprises" (enterprises with annual revenue over a certain threshold), a growth of 152.5%, bringing the total to 2,799; and 2 new listed companies, bringing the cumulative total to 55.
V. Development Goals
The year 2025 will mark the conclusion of the 14th Five-Year Plan period and serve as a preparatory year for the 15th Five-Year Plan. Chengdu High-tech Zone will remain steadfast in its original mission of "developing high technology and realizing industrialization," anchoring itself to the goal of building a world-class high-tech industrial park. It will adhere to four practical paths: "driven by reform and innovation, guided by open cooperation, supported by science and technology industries, and safeguarded by a rigorous and pragmatic work style." It will implement assault actions to create "first-rate models of Chinese-style modernization, first-rate windows for external exchanges, first-rate demonstrations of new quality productive forces, and first-rate benchmarks for the business environment." By focusing on six key tasks, prioritizing boldness and action, and accelerating the construction of a world-class high-tech industrial park and a hub for industrial technological innovation with a spirit of reform and innovation, it will strive to strengthen its role as the "main engine" and "ballast stone" of the economic development of the province and city, contributing high-tech strength to the writing of a new chapter in Chinese-style modernization in Chengdu.
